Obviously a fire fighter's best friend is water.  But water needs to stay on the fire and not work its way into your gear.  Water in your gear can conduct heat 21 times faster than the insulating air you need to protect your body.  Without repelling water off your gear, the protection you thought you could count on is in doubt.
